[ARCHIVED] Cook County launches $15M Homeowner Relief Fund to ease property tax burden, deadline Oct. 10

Cook County has launched a $15 million Homeowner Relief Fund to assist residents who have struggled with steep property tax increases in recent years. Eligible households could receive a one-time payment of $1,000, but funding is limited.

The program, administered by the Cook County Bureau of Economic Development, is open to homeowners whose property tax bills increased by at least 50% in 2021, 2022, or 2023. That includes residents who went from paying no property taxes to receiving a bill for the first time during those years.

“The Homeowner Relief Fund is designed to provide direct, timely assistance to households who’ve been hardest hit by rising property taxes,” county officials said in a statement.

Applications opened in late September, and the process will take place in two phases.

  • Phase 1: Initial Screening — Applicants provide basic information. Those who meet eligibility criteria will be entered into a lottery for advancement.
  • Phase 2: Document Submission — Selected applicants will be invited to submit verification documents. Those who qualify will be entered into a final lottery to determine who receives funding.

To qualify, applicants must also meet income requirements set by the U.S. Department of Housing and Urban Development. For example, a family of four with a household income of $119,900 or less would be eligible. The property must also be the applicant’s primary residence.

Park Forest officials are encouraging residents to take advantage of the program while funding remains available. 

“We know property tax increases have placed a heavy burden on many homeowners in our community,” said Village Manager Jon Kindseth. “This program is an important opportunity for families here in Park Forest to get some relief.”

Cook County estimates the program will benefit about 14,000 households across the region.

Residents are encouraged to apply as soon as possible. Applications can be submitted at hrf.cookcountyil.gov/apply.

Other assistance remains available for homeowners in need. Cook County Legal Aid for Housing and Debt offers free legal support for foreclosure and consumer debt, while 211 Metro Chicago provides 24/7 connections to housing, utility, and financial resources.
