Park Forest offers 50/50 Program to help residents replace low-risk sidewalks

Residents with deteriorating sidewalks may be eligible for financial assistance through the Village of Park Forest’s 50/50 Sidewalk Replacement Program.

The program, administered by the Department of Public Works (DPW), allows homeowners to replace sidewalks at half the cost, as long as funds remain available. Residents interested in participating are encouraged to contact DPW at 708-503-7702.

The Village is responsible for replacing sidewalks that present significant safety hazards. Because of liability concerns, DPW prioritizes tax dollars for the “worst of the worst” sidewalks—those considered high-risk or in severe deterioration. However, many sidewalks with minor cracks or slight imperfections do not meet the Village’s threshold for full replacement.

The 50/50 Sidewalk Replacement Program was created to assist residents whose sidewalks are considered low-risk and would not otherwise qualify for Village-funded replacement. If homeowners still wish to replace a low-risk sidewalk, the Village will share the cost at a 50/50 rate.

The program is also commonly used when a homeowner plans to install a new driveway and wants the adjacent sidewalk and curb to align for a consistent appearance. In these cases, the Village will cover 50 percent of the sidewalk portion and 100 percent of the cost to remove and replace the curb within the public right-of-way to ensure proper grading and a smooth transition to the street.

Eligibility and Application Process

Applications are processed in the order they are received. Funds are allocated annually, and applications may be deferred to the next fiscal year once current-year funding is exhausted.

Residents must complete an application with DPW before any construction begins. A basic sketch with approximate dimensions of the proposed work must be included.

Reimbursement Guidelines

Reimbursements are limited to the unit costs outlined in the Village’s annual Public Works concrete contract. Homeowners may hire contractors with higher fees, but will be responsible for any cost difference.

How Reimbursement Works

Residents may use one of two options:

Option 1:
 Homeowners may choose a licensed contractor approved by the Village to complete the work. Residents pay the contractor in full, then request reimbursement from the Village. DPW will inspect the work to ensure it meets Village standards before issuing payment. Homeowners should not pay the contractor until DPW has approved the work. Any damage to the right-of-way caused by the contractor will be deducted from the reimbursement.

Option 2:
 Residents may request that DPW perform the work directly. DPW will replace sidewalks, curbs, or driveways located in the public right-of-way. Homeowners must pay 100 percent of driveway costs and 50 percent of sidewalk costs before work begins.
