IMPORTANT UPDATE AS OF JUNE 1, 2020

  • Information will be accepted for the following transactions in-person at the Building Department counter, via the drop box in front of the Village Hall, by US Mail, FedEx, UPS, or email as described below.
  • If visiting the Building Department in person, we encourage you to have all forms filled out prior to arriving. Please bring your own pen.
  • Social distancing should be practiced for those waiting in line.
  • Modifications in procedures for the Change of Occupancy Program as outlined below are anticipated to be in place for 120 days, pending any revisions set forth by the government in response to the COVID-19 pandemic.
  • For interior inspections, before the inspector arrives, please have all lights on. Interior doors (including closet doors and under-sink cabinet doors) should be open. Windows should be open or someone available to open and close the windows. Please make sure to have only one representative meet the inspector for change of occupancy inspections.
  • If the Building Department continues to receive incomplete submittal packages for permits, inspections, and transfer stamps, we will be required to withdraw the ability for electronic submissions. 


CHANGE OF OCCUPANCY INSPECTIONS:

For change of occupancy inspections FOR PROPERTIES BEING SOLD to be owner occupied please provide:

  • Application for Change of Occupancy Inspection for Sales
  • $100 inspection fee payable by cash, check or credit card.
  • Copy of signed/dated sales contract.
  • HVAC Certification for all heating units (furnaces, boilers, etc.), indicating that the unit is functioning safely and within code. The HVAC certification needs to be dated within the last 12 months and from an HVAC contractor registered with the Village of Park Forest. If you wish to work with an HVAC contractor that is not currently registered as a contractor with the Village, simply have them register with the Village and we will accept their certification.
  • Due to the continued threat associated with the COVID-19 virus, the Building Department will be unable to perform interior inspections of occupied properties.  However, exterior inspections will be performed.  
  • For properties being sold as an investment or rental property, please provide a signed/notarized Village of Park Forest Buyer Letter.  The inspection fee will not be required at this time for properties that are not being sold to be owner occupied.  In this situation, the buyer will be responsible for arranging for and paying for the inspection.
  • COMPLETE submittal packages may be dropped off in person at the Building Department, in the drop box in front of the Village Hall, or sent via US Mail, FedEx or UPS to the Building Department.  Submittals may also be sent via email to ddubois@vopf.com AND alindeman@vopf.com .  Please do not include credit card information with emailed documents. You will be contacted for your credit card number.
  • Incomplete submittals will delay scheduling inspections and the sale of transfer stamps. 

For change of occupancy inspections for RENTAL PROPERTIES prior to a new tenant moving in, please provide:

  •  Application for Change of Occupancy for Rental.
  • $100 inspection fee.
  • Copy of signed/dated lease.
  • HVAC Certification for all heating units (furnaces, boilers, etc.), indicating that the unit is functioning safely and within code. The HVAC certification needs to be dated within the last 12 months and from an HVAC contractor registered with the Village of Park Forest. If you wish to work with an HVAC contractor that is not currently registered as a contractor with the Village simply have them register with the Village and we will accept their certification.

  • Citations will be issued when a tenant moves in prior to the rental change of occupancy inspection being completed.
  • COMPLETE submittal packages may be dropped off in person at the Building Department, in the drop box in front of the Village Hall, or sent via US Mail, FedEx or UPS to the Building Department.  Submittals may also be sent via email to ddubois@vopf.com AND alindeman@vopf.com .   Please do not include credit card information with emailed documents.  You will be contacted for your credit card number.

Transfer Stamps:

  • Completed Village of Park Forest Transfer Form.
  • Completed New Buyer Information Form  and  Buyer Letter for properties being sold “As Is”, or when being sold as investment or rental property.
  • Copy of signed and dated sales contract (first and last page).
  • Any monies due to the Village (water bills, liens, citations, invoices, etc.) would need to be paid prior to the transfer stamp being issued.
  • Payment for the transfer stamp ($5.00/$1000 of the purchase price).
  • Payment needs to be made by cash, certified funds (cashier’s check, money order), or by title company or attorney’s check, or by credit card.  You will be called for the credit card information when applying electronically. Please DO NOT include cash or credit card information when not applying in person.
  • Transfer stamps may be applied for in person at the Building Department, via US Mail, FedEX, UPS, or email.
  • If transfer stamp applications are being emailed, the information should be sent to both ddubois@vopf.com and alindeman@vopf.com as one complete package. Transfer stamp transactions sent via email will be required to be paid with credit card. DO NOT include the credit card information in the email. Instead provide the phone number to call for credit card information.  Payment may be made by cash, certified funds (cashier’s check, money order), by title company or attorney’s check, or by credit card.  Please DO NOT include cash or credit card information when not applying in person.
  • When applying via email, transfer stamps will be returned to the applicant via US Mail. For a faster return, please include a UPS or FedEx label.


Building/Construction Permits:

  • Documents can be submitted in person at the Building Department counter, via the drop box in front of the Village Hall, by FedEx, UPS US Mail or email. Emails should be sent to both ddubois@vopf.com and alindeman@vopf.com .
  • Completed Application for a Building Permit. Please print permit application in landscape on 8.5” x 11” paper only.
  • Standard submittal documents including construction drawings, scope of work, and contracts which must be submitted at the time of application.
  • Approved permits will be sent to the submitter via US mail. For a quicker return, please provide a FedEx or UPS label.
  • Payments can be made with cash, check, money order, cashier’s check, or credit card. Please DO NOT include credit card information with electronically submitted documents. We will contact you for your card number.

IMPORTANT UPDATE 

AS OF APRIL 27, 2020!

Due to the National Emergency caused by COVID-19 and the Governor’s Shelter in Place Order the Village Hall is closed to the public and non-essential employees. Building Department services have been suspended or altered until the Shelter in Place Order is lifted, which is expected to be May 30, 2020. During this time the Building Department inspection services are temporarily suspended. 

The Building Department is accepting applications for change of occupancy inspections (owner occupied and rental), construction permits, applications for contractor’s licenses, and transfer stamps through US mail or through the drop box located to the east of the Village Hall’s main entrance next to the FedEx and UPS drop boxes. Additionally, transfer stamp applications can be accepted through email. 

Change of Occupancy Inspections:

If properties are occupied without the change of occupancy inspection process (sale or rental) and a certificate of occupancy during the Shelter in Place Order the Village will NOT take enforcement actions as long as reasonable efforts are made to schedule the inspection within 30 days after the Shelter in Place Order is lifted. However, the application should still be submitted during the time covered by the Shelter in Place Order.

Change of occupancy inspection applications are being accepted through the mail or physical drop box (see above). However, inspections services are suspended until the Shelter in Place Order is lifted. The inspection fee will not be required until the inspection is scheduled. The following information should be included with the change of occupancy application:

  • Signed and dated sales contract or lease.

  • The application fee will not be required until the inspection is scheduled. Unfortunately, at this time we are not able to schedule inspections in advance until there is certainty about when the Shelter in Place Order will be lifted.

  • Unfortunately, this process will be much more time consuming; as always, permits will not be issued "same day".

  • Payments can be made with check, money order, cashiers check, or the applicant can provide a phone number at which they can be reached to provide credit card information. Please DO NOT include credit card information with submitted documents. Cash is not accepted at this time.
  • Please DO NOT submit documents via FedEx or UPS. There is no one at the Village Hall to accept the packages.

Overview

The Building/Community Development Department oversees the regulatory code enforcement of the building and zoning functions as well as housing and community development activities. The department works to ensure safe and healthful living conditions for residents, achieve compliance with building codes, and preserve the community’s housing stock.

Divisions

Property Code Enforcement

The property code enforcement division handles the traditional new construction / building permit activity, as well as property maintenance code enforcement for all residential and commercial properties within the Village. The Change of Occupancy Inspection Program, Annual Street by Street Canvas Inspection Program and Annual Multifamily Residential Common Areas Inspection Program and a plethora of Special Enforcement Emphasis Programs, such as tall grass and weeds, overgrowth sight obstructions, garbage can placement times, etc. are administered here.

Housing

The housing division’s major emphasis is the oversight of the Housing Authority of Park Forest. All HUD regulation enforcement and implementation is handled. Eligibility of landlords and tenants and placement approvals are administered in this area.
